need help to answer this question

Some emergency managers believe it is important to identify all possible hazards relative to their communities as a step to successfully manage or mitigate these hazards. What are your thoughts on this strategy? Is it reasonable? Effective? Efficient?

My answer was (if it will help):

I think that the hazard identification is an excellent strategy to manage risks and identify all possible hazard. Moreover, hazard identification might go through two processes evaluated and determined to be tolerable or not. By determining hazards, hazards can be controlled by preparing for them or at least mitigating the risks.
